MRO5 Regional Director Bañares, Jr.
Legazpi City – The MARINA Regional Office V (MRO5), led by Regional Director Atty. Maximo Bañares, Jr., successfully hosted the MARINA-PCG Forum on January 24, 2025, in collaboration with the Philippine Coast Guard - Coast Guard District Bicol (PCG-CGDB). The forum aimed to strengthen maritime safety efforts and compliance in the Bicol region by addressing key policies and updates.
In his opening remarks, RD Bañares underscored the importance of the partnership between MARINA and the PCG, highlighting their shared responsibility for maritime safety. “At the end of the day, sa ating lahat nakasalalay ang kaligtasan sa dagat,” he stated, emphasizing collective accountability. Complementing this, PCG-CGDB District Commander Commo. Ivan E. Roldan expressed his support for MARINA’s initiatives and called for intensified efforts in maritime safety administration.
The forum provided in-depth discussions on several critical topics. Engr. Ma. Veronica Biglete presented the MARINA Blockchain-Enabled Automated Certification System (MARINA BEST), a tool designed to improve transparency and efficiency in maritime processes. Mr. Junjun B. Folloso emphasized adherence to MARINA Advisory 2024-27, requiring valid onboard documents, and discussed Advisory No. 2021-73, prioritizing the loading of ambulances for emergency responses. Engr. Keith M. Mirafuentes focused on safety protocols for transporting hazardous cargo under MC 2008-01.
Participants actively engaged during the open forum, sharing insights and raising clarifications on the topics discussed. This interactive session encouraged collaboration among attendees and provided opportunities to address pressing maritime safety concerns.
